Police said Ciortan Florin and Sebastian Maties had come to the UK specifically to commit crime and were equipped with a device for opening car doors.
It is believed they intended to break into multiple vehicles before flying home.
But the two 21-year-olds were caught after they were seen acting suspiciously before breaking into a Ford Fiesta and stealing a bag and phone from the boot of the car in the West Midlands.
The pair were then spotted by a Police patrol in West Bromwich city centre and arrested.
During an interview it emerged they had only arrived in the country from Romania the day before.
