The Prime Minister spoke out amid a growing row about how many migrants from the two countries are preparing to come to the UK in the coming years.
Twenty nine million Bulgarians and Romanians will gain the right to live and work unrestricted in Britain in 2014 under European “freedom of movement” rules.
Forecasters believe it could lead to a significant number of new arrivals. When Poland and other Eastern European countries gained the same rights in 2004, more than one million people arrived in one of the biggest waves of immigration seen in this country.
Ministers have repeatedly been criticised for refusing to estimate how many migrants could be preparing to come to the UK next year.
However, during a visit to Somerset this week Mr Cameron said that he does not believe the number will be comparable to previous figures.
