It is estimated nearly 90 percent fewer Romanians and Bulgarians than expected have arrived in Gloucestershire since EU restrictions were lifted at the beginning of the year.
Limitations on free movement were lifted on January 1 meaning people from Romania and Bulgaria can now seek work here.
Steve Aldridge, of Logic Recruitment in Staverton, told the BBC people are being put off coming here due to changing Government policy.
“I think they are not coming here because they are worried about the legislation changing so quickly," he said.
“One minute they are saying ‘here you go, you can come’ and next minute they are ‘we might be changing this slightly or adapting this or that.’
“Personally I would feel relatively insecure if I was to come over here and then be told ‘oh well you can’t now, you’ll have to go back’.”
